Create Admin Panel Floation on top

Create a floating admin panel in the top right header, this saves the site owner the hassle of having to log in via the admin login form and this is limited to only admins who can see and use it.

First go into ACP and then add this to the widget:

Content of this hidden block can only be seen by members of (usergroups: Administrative, Gold, Silver, Super VIP, VIP).

Then this code to PAGE_CONTAINER
